Biography

Emily Whitney has worked for the State of Washington Public Employment Relations Commission (PERC) for the last 11 years. PERC has jurisdiction over public sector labor relations and collective bargaining in Washington State, administering eight different collective bargaining laws covering approximately 350,000 public sector employees statewide. She currently works as a representation/unfair labor practice administrator as well as a mediator, administrative law judge, and trainer. Prior to joining PERC, she began her labor law career while clerking for the staff attorneys at the Michigan Education Association. Emily graduated cum laude earning her J.D. from Michigan State University College of Law.

Prior to earning her J.D., Emily was a K-12 teacher for 11 years. Emily taught middle school English and high school special education after earning her B.A. in English education and a minor in special education from Purdue University.
